Water-use rights are not only a matter of completing a form

In Piauí, water-use-right processes before SEMARH/PI require document organization, consistency between the intended use and the reality of the water resource, and technical capacity to respond to requirements, justify flows and communicate with the analysts and auditors responsible for reviewing the process.

The electronic system is an important stage, but the central point remains the technical consistency of the request. The required flow, operating regime, purpose, abstraction or discharge point, water body, aquifer, hydraulic project and complementary studies must be compatible.

The water-use-right request must demonstrate that the intended use is technically justified and compatible with the local water system.

Technical diagnosis of the intended use and the local water system

Before submitting or taking over a water-use-right process, we assess the proposed use of the water resource and its compatibility with the water body, aquifer or local hydrological system.

This analysis includes the purpose of use, requested flow, operating regime, point location, existing or proposed infrastructure, water availability, nearby interferences, environmental constraints and the need for complementary studies.

SIGA roadmap

Generate the preliminary roadmap for the water-use-right process in SIGA/SEMARH-PI

The SIGA system, used by the State Secretariat for the Environment and Water Resources of Piauí, helps guide the instruction of the water-use-right process and organize the information required for the application. The generated roadmap helps identify the type of request, purpose of use, interference-point data and documents that will support the analysis.
The roadmap generated in the system can be attached to our quote form. This allows us to assess the demand more accurately and indicate which studies, projects or technical adjustments will be required.
Work in other states

The technical logic of water-use rights is the same, even in other Brazilian states

Although each state has its own system, forms, complementary rules and administrative procedures, the technical conduct of a water-use-right process follows a similar logic: understand the intended use, characterize the water resource, justify the requested flow and demonstrate that the intervention is compatible with availability and existing uses.

Therefore, even when the process is not handled by SEMARH/PI, GCRH Engenharia can work on reading local legislation, interpreting terms of reference, organizing technical documentation, reviewing abstraction or discharge projects and preparing the studies needed to support the request.

The central point is not only accessing the management agency’s system. It is building a coherent technical justification among the development, water demand, water body or aquifer, quantitative and qualitative impacts and environmental conditions applicable to the specific case.

We also provide this service independently, with preparation of a hydrological study, assessment of reference flows, water availability, self-purification, qualitative and quantitative analysis of the water body and technical support for process instruction.
Associated studies

Water-use rights often require a hydrological study or water-availability assessment

In many processes, water-use rights are not resolved only with registration documents. The agency may request a hydrological study, hydrogeological study, water-availability assessment, receiving-water support-capacity analysis or self-purification study.

This occurs especially when the request involves abstraction from a watercourse, tubular well, discharge of treated effluents, interference in a water body, expansion of use, development regularization or absence of sufficient technical data to demonstrate the feasibility of the intended use.

Processes with pending issues

We can take over water-use-right processes that already present problems

The demand does not always start from zero. Many clients seek advisory support after requirements, pending issues, denials, inconsistencies between project and application, absence of hydrological study, insufficient flow justification or difficulty in technical communication with the reviewing agency.

In these cases, we review the process records, technical projects, submitted studies, environmental-agency statements and complementary documents. Based on this reading, we develop a technical strategy to correct failures, supplement information and reorganize process conduct.

The work may include review of abstraction, well or discharge projects, preparation of complementary studies, responses to pending issues, adjustment of memoranda, maps, modeling and technical support in dialogue with analysts and auditors.

Participation in studies approved in Teresina/PI

Our technical team, represented by Dr. Guilherme, has participated in preparation and approval of water availability and self-purification capacity studies in Teresina/PI, in different urban, environmental and hydrological contexts.
